The Department of Veteran Affairs, VA Midwest Health Care System (VISN 23) Network 23 Contracting Office (NCO 23) on behalf of the Minneapolis VA Health Care System (MVAHCS), intends to issue a Request for Proposals (RFP) to award a single, firm fixed-price contract for completion of general construction project 618-13-133 "Remediate Lead Based Paint and Asbestos - Building 222" at the Minneapolis VAMC, Minneapolis, Minnesota. The solicitation will be conducted in accordance with FAR Part 15 (Contracting by Negotiation) and Part 36 (Construction) and will be evaluated with procedures therein. The solicitation will be advertised as a 100% Service Disabled Veteran Owned Small Business Set Aside. Award of this project shall be in accordance with Public Law (PL) 109-461, the Veterans Benefits, Health Care and Information Technology Act of 2006.
The applicable NAICS Code is 562910 "Remediation Services." The small business size standard is $19.0 million. The Magnitude of Construction is between $500,000 and $1,000,000. The period of performance is 120 calendar days after issuance of the Notice to Proceed to Construction.
The purpose of this project is to remediate lead based paint and asbestos in a historic building. Work includes, but is not limited to: demolition, remove/abate lead based paint, remove/abate asbestos, and new construction including but not limited to installation of new window panes, padlocks, hasps, temporary construction barriers, security gates and painting.
All work shall be performed and completed in accordance with approved specifications and drawings which will be published with the actual solicitation. The contractor shall follow applicable Federal Regulations, CFR, OSHA and Minnesota Department of Health regulations.
The solicitation documents including specifications and drawings will be issued not less than 15 days following posting of this pre-solicitation notice. Proposals will be due not less than 30 days after issuance of the solicitation. A site visit will be scheduled and specific information for the site visit will be announced upon Solicitation issuance. This notice is for informational purposes only and is not a request for proposals. The Government is not obligated to issue a solicitation as a result of this notice. A. GENERAL: Solid Waste Disposal Fee to be paid to Charleston County to provide all labor, material and equipment necessary to receive non-regulated trash generated at the Ralph H. Johnson VA Medical Center. The contractor shall provide use of landfill space for solid waste disposal of general trash and garbage generated at the Ralph H. Johnson VA Medical Center for one (1) base year (January 1, 2014 through December 31, 2014) with four (4) option years for renewal. All trash and garbage will be transported from VA by a third party waste hauler via a separate contract between the waste hauler and VA.

CONTRACTOR FURNISHED EQUIPMENT/SUPPLIES: Contractor shall furnish the landfill space at the Charleston County landfill necessary to accommodate all solid waste generated; approximately 178 dumps of the 40 cubic yard roll of dumpster generated at the Ralph H. Johnson VA Medical Center. Operations must comply with all VA, federal and/or state regulations and laws pertaining to land fill operations.
